South Gloucestershire Draft Local Plan

South Gloucestershire Council (SGC) has proposed the allocation of our site (Land off Vattingstone Lane) in its "Regulation 19" version of the Local Plan on which a consultation ran from February to April 2025. SGC has identified it as a site which could deliver around 130 homes, focused in the southern part of the overall site (Site code: EPS-SV2) which is the area shaded in blue above.

​Whilst the Local Plan is still in draft stages the proposals it contains are supported by a substantial body of evidence and so carry increasing influence as the new plan progresses towards adoption. Our Site first appeared as a ‘preferred allocation’ to implement the Council’s emerging spatial strategy in the ‘Regulation 18’ consultation draft and was widely consulted upon in December 2023.
Our Proposal
In response to the Council’s Plan, Waddeton Park is currently in the process of preparing an outline planning application for up to 130 homes, including affordable homes on Land off Vattingstone Lane, Alveston.

The site is located to the north west of Alveston and is bound by the B4461 Vattingstone Lane to the north and east. It is accessed off Vattingstone Lane and is opposite Marlwood School.

Our proposals greatly increase the areas of public open space available to the existing community and follow extensive engagement with SGC and consultation with Design West’s independent Design Review Panel to identify an appropriate design with a landscape and heritage led approach for the site.

Layout
​
The illustrative masterplan shows 130 residential dwellings including affordable homes with a housing mix that reflects local need.
Access
​
Access to the development will be provided via a new junction onto Vattingstone Lane and pedestrian and cycle links connect Strode Common to the south with Marlwood School to the north-east.
Extensive internal pedestrian routes will integrate the development parcels with the surrounding parkland and the village.
Electric Vehicle Charging
To maximise the use of sustainable modes of transport, the development will be designed to enable charging of plug-in and other ultra-low emission vehicles and, where appropriate, provide electric charging points for all homes.
The mobility hubs, proposed adjacent to the main access, will include electric charging points for club cars, visitors, electric bikes, and the wider Alveston community.
Landscape
The proposal is heritage and landscape led by retaining existing high quality natural features (trees, hedges) including the introduction of large new, accessible, green spaces and verges along streets and a 5m landscape buffer along the southeastern boundary.
Existing hedgerows and trees would be retained as part of the framework of green infrastructure and the extensive green space would accommodate new ‘parkland-style’ planting.

This additional planting would be complemented by landscaped corridors and spaces within the development, including tree-lined streets, ‘pocket’ parks, and Sustainable Urban Drainage (SuDs) features such as ponds and swales.

Drainage
​
The site is located within Flood Zone 1 – the lowest level of flood risk. The site is also identified to be at low risk from surface water flooding and low/negligible risk from sewer, artificial and tidal sources of flooding.
Though an integrated network of Sustainable Drainage Systems (SuDS), including infiltration/attenuation basins, swales, and permeable paving, water discharge from the site will be no more than a greenfield site.
Open Space
The proposals provide an opportunity to create an extensive network of publicly accessible open spaces, including communal gardens, pocket parks within the development and a wider parkland accommodating the heritage features which cannot currently be accessed or appreciated. All of this would be supported by interpretive signage, formal and informal play spaces.

Biodiversity Net Gain
​
These proposals will deliver significant Biodiversity Gain well above emerging policy targets through increased levels of wildflower grassland, native tree planting and pollinator-friendly shrub species.
Heritage
Significant consideration has been given to the heritage assets on and off-site. In response, key heritage measures have been identified for consideration in the emerging design. They include:

The creation of a ‘heritage corridor’ in the layout, which retains an open and green link between the round barrow and the newly identified enclosure (which is below-ground).

The ‘heritage corridor’ also retains general views from the barrow to the south-west and north-east, into the wider landscape and in the direction of the Severn Estuary.

The ‘heritage corridor’ can include new interpretation information on the archaeological monuments, including the monuments preserved in the site, and those in the wider landscape; provide new access (not currently available) to the monuments; and footpaths and cycle routes could integrate the features into the emerging place-making of the site and local area.

Long-term management measures will be agreed for the Scheduled Monument Round Barrow to suitably curate and maintain it.
Key benefits of the scheme

Public Open Space – new leisure and play areas as well as a heritage corridor space to safeguard the scheduled monument for the existing community to enjoy.

Mobility hub – an area located at the entrance of the development to include e-bikes, car-club facilities and additional EV chargers.

Biodiversity net gain - the proposals will greatly enhance existing natural features such as trees and hedges and creates green corridors and open spaces.

Pedestrian environment - a network of cycleways and pedestrian routes creates a safer environment for residents to access facilities like the local school and reduces the need for parents to use vehicles.

Traffic calming measures for the village - the access junction to the site along with the proposed zebra crossing is provided as a raised platform junction with ramp gradients suitable for bus movements. Speed cushions are provided in between the Marlwood access and egress junctions to maintain low speeds, making it safer for the children attending school.
In addition, a gateway feature is proposed at the location of speed limit change along Vattingstone Lane, (approximately 150m west of the SEND school access) to highlight the change in speed limit and to reinforce the message to drivers for the reduced speed.

Additionally, the proposals include improvements to pedestrian facilities along the desire lines on Down Road and Strode Common. This includes the addition of dropped kerbs and tactile paving at Quarry Road / Down Road junction, Bridgehouse access / Vattingstone Lane junction and Bush Court / Strode Common junction. These pedestrian improvements will provide safe pedestrian access for all users and will benefit the future residents and the existing community.

Net Zero - The development will aim for net zero carbon in operational emissions by generating some of its energy needs (heat and power) from renewable sources.
